Southeast Iowa legislators have asked Secretary of Agriculture Tom Vilsack to lift the restriction on haying and grazing on Conservation Reserve Program (CRP) ground in order to feed livestock during the current drought-like conditions in Southeast Iowa. The CRP stipulates that emergency situations may take effect if four months of extreme low moisture occurs. Legislators in the area are asking Secretary Vilsack to waive the current rules of emergency stipulation and allow Southeast Iowa farmers to keep their full CRP payment in order to feed stressed herds.
