The Iowa Division of Criminal Investigation says no charges will filed against Van Buren County Deputy Jon Tharp. Oct.16 Tharp shot and killed 59 year old Robert Dooley of Brighton. Tharp and Deputy Brad Hudson responded to a report of a man Hwy 2 near Cantril wearing a military uniform, carrying a gun and making obscene gestures at motorist. When deputies arrived they asked Dooley to put down his weapon and when they tried to approach him, he aimed what looked like a rifle at the deputies. The DCI report said Tharp’s actions were justified and performed within the scope of his employment and were inteded as a defensive measure.
