Once again code and zoning won out over emotion as the Mt. Pleasant Board of Adjustment denied Emilie DeWulf’s appeal of the interpretation of the non-conforming use permit for her property. It was a 3 to 2 vote. DeWulf has been trying to get the city to allow her to have more than two horses, maybe some chickens and goats on her family farm on West Clay that was annexed into the city limits in the 1970’s. The permit does not allow for expansion of the use of the property. In the city’s view adding livestock is expanding. DeWulf’s claim is that it is and always has been a farm and that she’s not adding acres. She just wants to use the land as it was meant to be used…as a farm. Previously, DeWulf had petitioned the city to change the zoning but her request was denied even tho the planning and zoning commission and the council were sympathetic and understanding of her plans. DeWulf said her next move was to take the issue and the city to court.
