As a result of the substantial community spread of COVID-19 in the state of Iowa and based on the latest guidance from the Centers for Disease Control and Prevention and the Iowa Department of Public Health, it was impractical for the Henry County Health Center Board of Trustees to meet in person for the special meeting. Therefore, the meeting is being held electronically via a virtual meeting through Zoom originating from the Health Education Center at Henry County Health Center.

On proposed action by Henry County Health Center for the purpose of instituting proceedings and taking action to enter into one or more unsecured, forgivable loans pursuant to one or more loan agreements (collectively, the “Loan Agreement”) through the Small Business Administration’s Payroll Protection Program and borrow money in an aggregate principal amount not to exceed $ 4,000,000 (the “Loan”), the proceeds of which will be used to provide funds for operational purposes of the Hospital

Citizen comments:  Comments must be directed to the subject under consideration.  The presiding officer shall rule on the relevance of the citizen comments.  Citizens making personal, impertinent, or slanderous remarks may be barred by the presiding officer from further comment before the Council during the meeting.

Open forum: A time set aside to receive comments from the public regarding city business.  The Mayor and City Council welcome comments from the public on any subject pertaining to City business, including items on this agenda.  You are asked to state your name and address for the record and to limit your remarks to five minutes in order that others may be given the opportunity to speak.  The Order of Business is at the discretion of the Chair.  No action will be taken.

Carl W. Moeller

Carl W. Moeller, 75, of Fort Madison, Iowa formerly of Houghton, passed away at 4:58 P.M. Friday May 15, 2020 at his home.

 

Born November 21, 1944 at Fort Madison, Iowa the son of Leo G. and Marie A. (Pollmiller) Moeller.

 

Survivors include two sisters: Martha Ann (Robert) Stuecker of West Point and Jane Meyer of Davenport. Two brothers: Richard (Mary Ann) Moeller of Salem and Ralph (Patti) Moeller of Alexandria, Virginia. Also surviving are several nieces, nephews, cousins and his caregivers: Kim, Sheila, Mardeema, Kassie, April, Olive and Devin.

 

He was preceded in death by his parents and one infant brother.

 

Carl was a member of St. John the Baptist Catholic Church in Houghton. He enjoyed cats, dogs and watching T.V.

 

A private family funeral service will be held on Tuesday May 19, 2020 at the Schmitz Funeral Home in West Point with Fr. Bruce DeRammelaere officiating.

 

Burial will be in the St. Johns Cemetery in Houghton.

 

A memorial has been established for St. John the Baptist Catholic Church and may be mailed to Schmitz Funeral Home P.O. Box 22 West Point, Iowa 52656.

Ted “Bone” Stoner

Ted David (Bone) Stoner, 69, of rural Mt. Pleasant, IA, died Thursday, May 14, 2020, at his home.

Graveside services will be held at a later date at Forest Home Cemetery with full military rites. Memorials have been established to the Henry County Conservation Board or EveryStep Hospice and dropped off or mailed to Olson~Powell Memorial Chapel, P.O. Box, 656, Mt. Pleasant, IA, 52641.  On-line condolences may be directed to www.olsonpowell.com.

Born in Mt. Pleasant, IA, August 6, 1950, Ted “Bone” was the son of Harold “Bill” and Elizabeth “Betty” Louise (Yocum) Stoner. He graduated from Mt. Pleasant High School in 1968.  Ted served in the U.S. Army serving in Vietnam. For the last 26 years Ted shared his life with Deb Marley.

Currently retired, Ted worked as a land surveyor and several years at Blue Bird Midwest until their closure.

He loved sports and was an Iowa Hawkeye Football, St. Louis Cardinals, and Minnesota Viking fan. In his younger years, Ted enjoyed mushroom hunting, pheasant hunting, and putting up Christmas lights.  In fact, in his youth Ted would volunteer to put up the neighbors Christmas lights or anything else they needed done. He also was a fan of fireworks, looked forward to the 4th of July, and was a true American patriot. His favorite pass time was playing 5-point pitch with his close friends.

Ted is survived by his loving soulmate, Deb Marley of Mt. Pleasant, IA; extended family, Ron and Dawn Walgren, Brian and Denise Kirby, Doug and Ashly Marley; and mother-in-law, Rosemary Marley.

Along with his parents, he was preceded in death by a brother, Tim “Max” Stoner; and father-in-law, Bill Marley.

MP Downtown Fire

There was a little noon hour excitement in Mount Pleasant’s business district Friday.  Fire crews were called to Le Chic Boutique at 101 S. Jefferson Street.  There was smoke and haze in the building but no flames.  The fire department was unable to find the cause of the smoke.

Roy J. Milligan

Roy J. Milligan, 76, of Burlington, died Thursday, May 14, 2020 at Pearl
Valley Rehab in Muscatine.  He was born September 14, 1943 in Keokuk to Wilfred and Clara Elizabeth Powers Milligan.  He was a graduate of the Iowa School for the Deaf in Council Bluffs and was a member of Harmony Bible Church.  He held various custodial jobs and peeled potatoes at Sterzings Potato Chip Company in Burlington.

Roy greatly loved Jesus. He signed songs at church beautifully and from the heart.  His favorite song was “Jesus, Name Above All Names”. He was an inspiration to many.  He loved the Iowa Hawkeyes, especially wrestling and got tickets to attend as often as he could.  A very talented artist, Roy especially liked to draw.  He enjoyed spending time with his friends at his special spot at the HyVee deli.  He went on mission trips to Honduras and Jamaica and loved sharing his art work with the deaf children in Jamaica.

Survivors include his sister Martha Milligan of Florida, sister-in-law Bonnie Milligan of Charleston, Illinois, one niece and four nephews, and many wonderful friends at Harmony Church.  Beside his parents, he was preceded in death by three brothers, one sister, one niece and several nephews.

His friends and family would like to thank Pearl Valley Rehab for caring for him this past year.

A Celebration of Roy’s life will be held at 1:00 PM Wednesday at Harmony Bible Church Burlington Campus with Pastor Matt Mitchell officiating.  According to his wishes, his body has been cremated and inurnment will be held at a later date.  A memorial has been established for Harmony Bible Church Missions.  Elliott Chapel, New London is assisting with the arrangements.  Online condolences may be left at www.elliottfuneralchapel.com.

Public Health resumes immunization clinic schedule with new safety measures

Beginning the week of May 18th, Henry County Public Health will resume its usual immunization clinic schedule.  Clinics will be held on Tuesdays 9-11am, Wednesdays and Thursdays 1-4pm, and the 1st and 3rd Thursdays 1-6pm.  These are walk-in clinics so additional safety measures are also being taken.  We will limit the number of families allowed in the building at a time and request that additional family members wait outside in their vehicles.  It is recommended to wear a cloth face mask if you have one.  If you or your child are ill, please stay home.  There will be instructions posted outside as to the procedure to follow.

“Please be patient with this new system.  It is important that our residents are able to get their recommended immunizations, but we are taking appropriate measures to ensure both their safety and the safety of our staff,” states Robin Poole, Immunization Coordinator.  All residents are reminded to clean your hands often, avoid close contact, cover your mouth and nose with a cloth face cover when you cannot follow social distancing guidelines, cover coughs and sneezes, and clean and disinfect frequently touched surfaces.  Please call Public Health at 319-385-0779 if you have any questions.
