Former Teacher Arrested on Sexual Exploitation Charges

On December 17th, 2021, the Washington County Sheriff’s Office received a report of a possible sexual abuse case in Washington County involving a child. During the investigation, it was determined that the sexual abuse involved a minor female student at Highland High School 1715 Vine Ave., Riverside. Justin David Rapier (41) of Marion was employed as a teacher at Highland High School and the complaint and affidavit states that he engaged in a sexual relationship with the student while the student was attending school there. On January 20th, 2022, Rapier was arrested and charged with Sexual Exploitation by a School Employee, a Class D Felony, which is punishable by up to five years in prison.
