Mount Pleasant City Council Approves Urban Renewal Report, Infrastructure Projects, and New Language Access Contract

The Mount Pleasant City Council met in regular session this week, approving several resolutions and updates related to the city’s ongoing development, infrastructure work, and public accessibility services. 

After routine approvals of the consent agenda and meeting agenda, the council moved through a series of items with minimal discussion, beginning with the annual Urban Renewal Report. The council unanimously approved the report and a subsequent resolution authorizing its submission to the Iowa Department of Management. 

Next, members approved a resolution authorizing internal advance tax increment revenue funds for the Henry County Street Reconstruction Project on Broadway and Adams Streets. The internal borrowing structure allows the city to fund projects upfront from existing accounts and later reimburse those funds through TIF revenue collections. 

Council also approved Change Order #2 for the airport taxi lane and T-hangar project, which added $8,750 in costs after contractors discovered a fiber optic line near the stormwater basin area. Rather than delay the project by several months, the city modified drainage plans to route around the line, keeping the overall project within budget expectations. 

A resolution authorizing the sale of city-owned property was also approved. The parcel, approximately 70 acres with some adjustments pending final USDA review, was sold at a price city officials described as very favorable compared to past land transactions. 

The South Adams Street repaving project, running from South Street to Langdon Street, was formally accepted as complete. Council members and staff praised the finished work, describing it as “a beautiful drive.” 

Also discussed was the site plan for the Hershey Hall renovation project. The plan, recently approved by the Planning and Zoning Commission, includes a new parking lot and expanded stormwater detention features. The development will create 22 family apartment units, with city staff continuing to coordinate with engineers on drainage and utility improvements. 

In closing remarks, Mayor Brimhall noted that Mount Pleasant continues to attract major economic development interest. He referenced a recently finalized $85 million contract expected to create 50 new jobs, along with another commercial project representing $50 million in new construction. 

 

Prep Cross Country: Three Panthers Run Their Way to Fort Dodge

Williamsburg, IA- Five of the six teams of the Southeast Conference (SEC) made the trip north to Williamsburg to participate in their State Qualifier and nine of our local runners were able to punch their ticket to Fort Dodge for the Class 3A state meet.

Girls’ Race

The youth of the field was on full display last night when nine of the first 15 finishers were underclassmen, including Mt. Pleasant’s Avery Fedler, who claimed the gold medal with a time of 18 minutes and 59 seconds, which was seven seconds faster than second place.

Last year, Quintrie Lee of Mt. Pleasant needed a little help to advance to the state meet. Not so much this season, as the sophomore clocked a time of 20 minutes and 8 seconds, which was the 9th fastest time of the field. The Panthers finished in 7th place overall with 152 points.

Fort Madison had been a strong team for most of the season and seemed a lock to advance as a team; however, the Bloodhounds fell just outside the top three with a 4th place collection of 116 points. Williamsburg, Ballard, and Center Point-Urbana advanced as teams.

Nevertheless, Avery Rump managed another trip to state as she took 6th place with a time of 19 minutes and 25 seconds. Joining as part of the SEC was two Demons, Iris Dahl as she finished in 12th place and Emma Horak as she claimed 14th place.

Boys’ Race

The Fort Madison boys’ team displayed their prowess at the SEC meet, but did not hold that same spark in Williamsburg, despite having four of their five runners finish in the top 20, the Bloodhounds missed out on qualifying as team by 12 points, snatching 4th place.

Still, Riley Tripp, who finished in 12th place, and Hunter Wiegand, who grabbed 14th place will run at the state meet for the Bloodhounds.

The most surprising result of the night was Mt. Pleasant’s Silas Hulett. After taking 9th at the conference meet, Hulett was the fastest of the SEC runners as he clocked a time of 16 minutes and 44 seconds, which was good enough for—aptly—9th place.

The Panthers took 9th place as a team with 258 points with Ben Leishman snatching 49th place.

Washington’s Andrew Rees handed in an 11th place time of 16 minutes and 46 seconds, making him the only Demon to qualify for the state meet, as the team took 5th place overall.

The Class 3A girls’ and boys’ meet is set to run on Friday, October 31st, in Fort Dodge with the girls running first at 2 pm, followed by the boys at 2:45 pm.

Henry County Voters to Head to the Polls for City and School Elections November 4

Henry County residents will take part in the upcoming City/School Election on Tuesday, November 4, 2025, to elect candidates for a variety of local offices. Polls will be open from 7:00 a.m. to 8:00 p.m. across nine precincts throughout the county.

According to Henry County Commissioner of Elections Robin Detrick, all qualified electors must present an approved form of identification when voting. Voters who are not pre-registered, or who have changed precincts, will also need to provide proof of residence. Those without identification may have another registered voter attest to their identity, present the necessary documentation, or cast a provisional ballot and later provide verification at the Auditor’s Office.

Polling Places for the November 4 Election:

  • Precinct 1: Wayland City Hall, 218 W. Main St., Wayland — Includes Trenton, Marion, and Jefferson Townships; cities of Wayland, Olds, and the portion of Coppock in Henry County.

Wayne D. Kneeskern

Wayne D. Kneeskern, 85, a resident of Richland, passed away Monday, October 20, 2025 at Washington County Hospital in Washington.

Funeral services and Mass of Christian Burial will be held 11:00 a.m. Wednesday, November 5, 2025 at Mother Cabrini Catholic Church in Richland with Fr. Ben Snyder as celebrant. Visitation will be 9:00 a.m. – 11:00 a.m. prior to Mass at church. Burial will be at Friends Cemetery in Richland. Memorials may be made to Ss Joseph and Cabrini Parish or Friends Cemetery in Richland. Behner Funeral Home in Fairfield is assisting the family.

Wayne was born December 5, 1939 in Frankville, Iowa, the son of Dean and Elsie (Schultz) Kneeskern. He married Gertrude “Gert” Wolf, May 6, 1967. She preceded him in death November 19, 2013.

Wayne worked as an accountant. Wayne and Gert owned and operated a motel in Cresco, Iowa. They moved to Richland in 1995, where he worked for Thaddeus Computing in Fairfield.

Wayne enjoyed writing. He was proud of his articles he submitted to Neighbors Magazine. Wayne was an avid St. Louis Cardinals fan.

Those left to honor his memory include his children, Scott (Jill) Kneeskern of Stillwater, Minnesota and Michelle (Jamie) Snyder of Richland; grandchildren, Ellen, Noah (Rose), Abbie, and Anna Kneeskern, Fr. Ben Snyder, Nicole, Sarah, Sam, and Elizabeth Snyder; brothers and sisters-in-law, Ron Wolf, Sherry Wolf, Deb Wilkins, and Gib Wolf; and many nieces and nephews.

In addition to his wife, he was preceded in death by his parents; brother, Cloy Kneeskern; and sister, JoAnn Miller.

Mount Pleasant Facilities Committee Continues Planning Work

The Mount Pleasant Community School District’s Facilities Ad Hoc Committee is moving forward with its work to shape the future of the district’s schools.

Following the initial public community meeting held October 16, the committee — made up of more than 40 members representing staff, parents, and community members — will hold three key meetings through the end of the year.

The next session is set for October 22, focusing on defining the ideal elementary experience for students. A November 18 meeting will assess current facilities and needs, and a December 18 session will explore options and potential solutions.

The group will deliver final recommendations to the school board in January 2026, guided by principles of transparency, fiscal responsibility, and community engagement.

All meeting materials and updates will be publicly available on the district’s website as the committee continues its work toward a long-term, sustainable facilities plan.

The planning work is supported by SFM Consulting Group, led by Stephen F. Murley of Iowa City, who has helped guide similar projects across Iowa, including in districts such as Algona, Iowa City, and Council Bluffs.

The Mount Pleasant Community School District’s Facilities Ad Hoc Committee will hold its next meeting on Wednesday, October 22, at 6:00 p.m. The meeting will take place in the Mount Pleasant Community High School Media Center, located at 2104 South Grand Avenue. 

The committee—tasked with reviewing and evaluating district facility needs, long-term maintenance plans, and potential improvements—continues to play a key role in guiding future infrastructure decisions for the district.
