Mount Pleasant City Council Discusses Street Projects, Speed Limits, and Zoning Ordinance Updates

Mount Pleasant, Iowa – The Mount Pleasant City Council held its regular meeting this week, covering a full agenda that included road work approvals, ordinance readings, and updates to city policies in response to community concerns.

Street Projects Move Forward

The council approved several infrastructure projects, including concrete patchwork in the 800 block of East Mapleleaf Drive and intersection improvements at the intersection of South Mount Pleasant Street and East Mapleleaf Drive. The contract for the patchwork came in at $12,000, while another project, awarded to Wesley Barton Construction, will address work on Harvest Drive for $26,056.

A major collaboration between the City of Mount Pleasant and Henry County was also approved. The agreement pertains to a road improvement project on Avenue D, between North Broadway and North Grand Avenue. The council unanimously supported the resolution.

The council held first readings of three ordinance amendments:

  1. Pearl Street No Parking OrdinanceProhibits parking along Pearl Street from North Main to North Adams. This aims to facilitate access for crews and electric vehicles while minimizing disruption to residents and businesses in that area.
  2. Stop Sign Installation – The first reading as held for a new four-way stop at the intersection of South Harvest Drive and South Walnut Street. This change stems from concerns raised by the Street Committee regarding speeding and safety.
  3. Speed Limit Adjustment – An ordinance reducing the speed limit on South Walnut Street, from Harvest Drive to the city limits, to 35 miles per hour was also introduced. The council cited both safety and dust control as reasons for the proposed change.

Each ordinance passed its first reading and will be brought back for additional readings before final approval.

Zoning Ordinance and ACLU Letter

In response to a letter from the American Civil Liberties Union (ACLU), the council approved a resolution setting a public hearing to consider changes chapter 19.38 of the city’s Limited Industrial District zoning regulations. The proposed changes will address language concerns raised by the ACLU and the city’s legal team.

High School Baseball

Lance Ludens had quite the night on the mound for #6 Mediapolis, as the senior tabbed his 200th career strikeout in a complete game, nine strikeout effort to beat Mt. Pleasant 13-4. The Panthers answered the call of offense in the first inning after a J.C. Sitar sac fly scored Payton Walker, who started his night with a double, and Grayson Lowery followed suit to tie the game at two.

Nevertheless, Mediapolis would go on to collect 20-plus hits for the night as Kyler Crow knocked a triple and nabbed two RBIs to lead the team. Panther head coach Brent Broeker talked about the message delivered to his team after the game,

“Yeah, you know, we jumped out. They jumped out too on us. And we, you know, tied it up in the bottom of the first. And I thought, well, that we could play with these guys and then Ludens pretty much said, you know, for the next 5 innings, ‘I’m only allowing two more hits.’ So, he pretty much shut us down. You know the kid can throw it. So, you know, I thought our kids didn’t battle as we had in the past with decent pitching. But hopefully, you know, we learned some tonight about, you know, when you’re facing good teams. There’s really nothing to lose, might as well go out and have fun and swing the bat.”

Mt. Pleasant will look to bounce back tonight against Keokuk with first pitch at 7:30 pm at home.

West Burlington will square off against #6 Mediapolis tonight at 5:30 pm at home.

Burlington Notre Dame split their matchups last night at Waterloo Riverfront Stadium, beating Kee 5-2 and losing to Roland-Story 3-1. The Nikes will square off against Hillcrest Academy tonight at 5:30 pm.

Central Lee clobbered Van Buren County last night 12-2. Blake Davis continued to slug the ball as he finished the night going 3 for 4 with a double, a home run, and an RBI, while not allowing a hit and striking out eight on the mound in three innings of work.

New London will compete against Central Lee tonight at 7:30 pm at home.

Danville will look to keep the momentum rolling against Van Buren County tonight at 7 pm on the road.

Winfield-Mt. Union will take on Highland tonight on the road at 5:30 pm.

Wapello will face off against Pekin tonight at 6 pm at home.

Fairfield will attempt to spoil Washington’s senior night tonight with first pitch at 5:30 pm.

For Class 3A Substate 5, Washington will face off against Assumption on the road. In Substate 6, Mt. Pleasant will travel to play Fairfield for the fourth time this season, while Keokuk will take on Pella and Fort Madison will venture to Xavier with both games on the road.

For Class 4A Substate 3, Burlington grabbed the #4-seed and will hit the road to compete against the #3-seed Muscatine.

Classes 3A and 4A will start postseason action on July 11th with first pitch at 7 pm.

High School Softball

In a ranked showdown at Bob Pearl Field in Iowa City, #11 Washington put up three runs in the top of the 7th inning to dispel feelings from last year’s postseason loss to #14 Central Lee, exiting with the 5-3 win over the Hawks.

#14 Central Lee will make the trip to New London tonight at 7 pm.

West Burlington/Notre Dame split their doubleheader against Davenport North last night, losing game one 16-3 and taking game two 11-2. Judy M. Ham

Judy M. Ham passed away Monday, June 23, 2025. She was 66 years of age.

A Celebration of Life will be held at 1:30 p.m. Wednesday, July 9, 2025 at Behner Funeral Home in Fairfield. A time to gather with friends and family to share stories and memories will follow the service until 3:00 p.m. Judy’s family asks for any donations in her memory to be made to the Lord’s Cupboard of Jefferson County in lieu of sending flowers.

Judy was born September 27, 1958 to Leonard and Betty Grieser. The middle of 5 children, Judy grew up surrounded by loud siblings and quiet cornfields. She graduated from Waco High School in 1977 and then spent a year as a foreign exchange student in Belgium. She returned to the states to start her college education at Hesston College, finishing at the University of Iowa with a degree in theatre.

Life took Judy on many adventures, including her time as a cross-country trucker, a disc jockey for KCCI in Washington, and as a dispatcher for the Washington County Sheriff’s Department. She met her husband, Ray, while working for the sheriff’s department and often joked that they met in jail. They were joined in marriage on June 2, 1989. Ray picked that date specifically because it is his birthday and he didn’t want to chance forgetting their anniversary.

Once married, Judy settled in Fairfield with Ray and they welcomed their daughter, Aissa. Judy filled her spare time by working as a parish assistant at First Lutheran Church, participating in and teaching bible studies, and a part-time job at the local Christian bookstore. It was through the bookstore that she met Greg and Julie Crawford and was invited to be one of the teachers at their bible school. She taught at the Jubilee Ministry School from its beginning until its last in Fairfield.

Judy was also passionate about helping her community in any way she could. This eventually led to her running for Fairfield City Council. She was in her second term at the time of her passing.

Judy is survived by her husband, Ray Ham; step-son, TJ (Lisa) Ham; daughter, Aissa (Jacob) Jones; granddaughters, Madison and Jaelen; grandsons, Ronan, Callon, Judah, Abel, Connar, and Asher; her mother, Betty Grieser; sisters, Twila Grieser, Ranee (Mick) Reschly, Jalaine (Paul) Fishell; brother, Doyle (Barb) Grieser; as well as many nieces and nephews.

She was preceded in death by her father, Leonard; and her nephew, Justin.

Online condolences may be made to Judy’s family by viewing her obituary at www.behnerfh.com.
