Illinois Man Arrested in Lee County for Second OWI, Reckless Driving, and Open Container Violation

The Lee County Sheriff’s Office arrested a 73-year-old Illinois man Tuesday evening on multiple driving-related offenses, including his second Operating While Intoxicated (OWI) charge.

At approximately 6:14 p.m. on June 24, deputies conducted a traffic stop near mile marker 1 on northbound Iowa Highway 27, just outside of Keokuk. The driver, identified as John Thomas Vance, of Warsaw, Illinois, was taken into custody following the stop.

According to arrest records, Vance faces the following charges:

  • OWI – 2nd Offense, a serious misdemeanor under Iowa Code 321J.2(2)(b)

  • Reckless Driving, Iowa Code 321.277

  • Open Container – Driver Over 21, Iowa Code 321.284

  • Driving on the Wrong Side of a Two-Way Highway, Iowa Code 321.297

Authorities noted that Vance was allegedly operating his vehicle on the incorrect side of the highway and was found to have an open alcoholic beverage container in the driver’s area. Further investigation led to the OWI charge, marking it as his second offense.

Vance was transported to the Lee County Jail, where he was held following the arrest. The incident remains under investigation by the Lee County Sheriff’s Office.

No injuries were reported in connection with the traffic stop.
