Keokuk Man Faces Felony Animal-Torture Charge

A Keokuk man is facing a felony charge following an investigation into the deaths of several kittens.

Donald Wayne Sly, 62, of Keokuk, is charged with first-offense animal torture, a Class D felony.

Keokuk Police began investigating after officers were called to the Great River Regional Waste Authority on Carbide Lane regarding deceased kittens. Investigators allege Sly intentionally killed the animals.

Sly was arrested and initially held at the Lee County Jail. He has since posted bond, and a public defender has been appointed to represent him.

A preliminary hearing is scheduled for August 25.

The charge is an accusation, and Sly is presumed innocent unless proven guilty
